Communiqué from the Clandestine
Revolutionary Indigenous Committee - General Command of the Zapatista
Army of National Liberation, Mexico.
To the People of Mexico:
To the People and Governments of the World:
Brothers and Sisters:
Whereas:
1.
It is not possible to conceive of a dignified Mexico without
a dignified place for the indigenous people of the country.
2. That
the constitutional recognition of the rights and culture of the
indigenous peoples is an overdue matter whose solution cannot
be delayed any more.
3. That
the people of Mexico and the people of the world have been sensitive
to the indigenous demands and have given solidarity to them in
agreement with their possibilities.
4. That
the EZLN has sustained the indigenous cause as an important flag.
5.
That everyone knows about the decision of the current federal
Executive Branch to promise the compliance of the San Andres
Accords and to send to the Congress of the Union the proposed
indigenous law elaborated by the Cocopa peace commission in December
1996.
The Zapatista Army of National Liberation
declares:
First:
To call upon the Indigenous National Congress, the national and
international Civil Society, political and social organizations
and all people in general for a grand mobilization with the goal
of winning from the Congress of the Mexican Union the constitutional
recognition of indigenous rights and culture, according to the
Cocopa initiative.
Second:
That it has decided to send a delegation of the CCRI-CG of the
EZLN to Mexico City with the goal of leading this mobilization
to direct the honorable Congress of the Union and to argue before
the legislators the benefits of the so-called "initiative
proposal for an indigenous law by the Cocopa."
Third:
That said delegation will be formed by 24 members of the CCRI-CG
of the EZLN, these companions, men and women, represent the tzotzil,
tzeltal, tojolabal, chol, zoque, Mame and Meztizo, and their
names are:

Comandante Zevedeo. Comandante Sergio.
Comandanta Susana. Comandante Omar.

Fourth:
That the Zapatista delegation will travel to Mexico City in the
month of February of the year 2001 on a date that will be announced
beforehand.
Fifth:
That we call upon the Indigenous National Congress and on the
Indian people of all Mexico that, independently of their political
affiliation, they organize, mobilize and join together with our
delegation to demand the constitutional recognition of indigenous
rights and culture from the Congress of the Union.
Sixth:
That we call upon Mexican Civil Society to organize and mobilize
to support this demand.
Seventh:
That we call upon the solidarity committees, groups and individuals
throughout the world to demonstrate in turn for this demand.
Eighth:
The Zapatista delegation will convene and hopes for the companionship
of Civil Society together with us, without distinguishing or
making preferences, for that which will be made known in coming
days: the program and schedule of the trip to Mexico City, whose
organization will be in the sole and exclusive hands of the EZLN.
Ninth:
The trip by a Zapatista delegation to the DF will be realized
independently of whether the dialogue with the federal government
has been resumed or not. We are going to direct ourselves to
the Legislative Branch, being certain that we will find the sensitivity
there to be listened to.
