DEBRIEFING OF [INFORMATION BLACK OUT]

DRUG RELATED INFORMATION:

1. On February 23, 1995, S/A's , C. Jones, J. Robertson, R. Tellez debriefed [INFORMATION

BLACKED OUT] (hereinafter referred to as the CI) reference the drug trafficking activities of Ricky

ROSS. The CI related the folowing information.

2. At approximately 11:15 a.m., the CI received a telephone call from Ricky ROSS. ROSS

told the CI that he would be arriving in San Diego (from Los Angeles) in one and one-half

hours. The CI telephonically contacted S/A Tellez to notify him of the meeting.

3. At approximately 12:54 p.m., the CI met with Ricky ROSS, Leroy BROWN and a third

unidentified black male at the "Popeyes" restaurant in San Diego, California. (reference

DEA-6 dated February 27, 1995 S/A Gustafson entitled, "Surveillance of Undercover

Meeting on February 24, 1995").

4. Following the undercover meeting the CI was debriefed at the San Diego Divisional

Office. The CI stated that he/she told ROSS that he/she currently had 150 kilograms of

cocaine available for sale and that 50 of those kilograms of cocaine had been promised to

another customer. ROSS told the CI that they (ROSS and BROWN wished to purchase all of

the cocaine.

5. During the meeting ROSS related to the CI that they has $150,000.00 in their vehicle

(a green Nissan Pathfinder) to be used towards the purchase of the 150 kilograms of

cocaine. The CI told ROSS and BROWN that he/she would need a minimurn of $200,000.00 as a

down payment for the 100 kilograms of cocaine. The CI is charging ROSS, $10.000.00 per

kilogram of cocaine. The meeting was very brief and ended at approximately 1:06 p.m

6. According to the CI, he/she has been acquainted with ROSS for the past ten years.

Prior to the CI's incarceration, he/she used to distribute cocaine to (50-100 kilograms

per week) ROSS in the Los Angeles, California area. ROSS and other members of his

organization would rock up or sell cocaine to make crack cocaine and distribute to the

major gangs in the area, specifically the "Crips" and the "Bloods".
